Since being elected State Senator in 2014, Ben Allen has built a twelve-year track record: taking on powerful industries, delivering real wins for consumers, and leading the fight to protect our environment.

SB54 was landmark legislation hailed by The New York Times and global media for its innovative pro-market approach to reducing plastic pollution and saving local governments and ratepayers millions of dollars. Makes polluters pay, not consumers.
Ben led the effort to put a $10 billion climate bond on the November 2024 ballot that invests in wildfire prevention and more to provide a climate-resilient future in California.
As Chair of the Senate Environmental Quality Committee, he helped advance California’s historic climate goals – carbon neutrality by 2045 and 90% clean energy by 2035 – while also leading efforts to eliminate toxic chemicals and protect the coast and ocean.
Ben has spent his career protecting California’s air, water and coast. He wrote laws that got toxic “forever chemicals” out of firefighting foam, banned misleading recycling labels, ended mile-long fishing nets that killed whales and sea turtles, and closed a century-old loophole that let some of California’s largest water rights holders avoid state oversight.

Ben has spent his career holding powerful industries accountable, from car dealers to hospice operators to political insiders. As Insurance Commissioner, he’ll bring that same fight to the insurance companies.

Hospice Reform (SB 664, 2021)
After reports of fraud and patient abuse in California’s hospice industry, Ben wrote the first-in-the-nation law pausing new hospice licenses and requiring a statewide audit. The audit uncovered “large-scale fraud,” and since then the state has revoked more than 280 hospice licenses, with about 300 more providers under investigation.

CARS ACT (SB 766, 2025)
Ben wrote California’s Combating Auto Retail Scams Act, the nation’s strongest protection for car buyers. It requires dealers to disclose the full price upfront, bans charges for worthless add-ons, and gives used-car buyers a three-day return window. It’s projected to save Californians $234 million a year.

Political Transparency
Ben has made political transparency a hallmark of his Senate career, writing laws that require ballot petitions to show voters their top funders and make lobbyists report their activity faster at the end of session. He has also worked to make government more accountable to voters, opening the door to public campaign financing and letting independent commissions, not politicians, draw district lines.

Safe Dining for Every Californian (SB 677, 2019)
Ben wrote the law that banned latex gloves in California restaurants and food facilities, protecting both consumers and food workers grappling with a deadly latex allergy and allowing them to eat out safely.
SB 502, 2022
Strengthened California’s Green Chemistry Program so the state can move faster against the most dangerous chemicals in consumer products.
SB 834, 2018
Ben helped pass the law blocking new state leases and pipelines that would support expanded federal offshore oil drilling.
SB 343, 2021
Bans the recycling symbol and “recyclable” claims on products that can’t actually be recycled in California.
SB 1044, 2020
Phased out firefighting foam containing toxic PFAS “forever chemicals” and requires disclosure when firefighter gear contains them.
SB 1017, 2018
Phased out mile-long drift gillnets that trap and kill marine life, with a buyout to help fishermen switch to sustainable methods.
