California's insurance crisis threatens the financial security of millions of families across our state. As wildfires and climate disasters intensify, insurers are pulling out of communities and leaving homeowners stranded on the overburdened FAIR Plan — driving up costs for everyone. I wrote Proposition 4 to begin addressing this emergency, but we need comprehensive reform led by the Insurance Commissioner that balances consumer protection with market stability, modernizes our outdated systems, and invests in community-scale solutions that reduce risk and bring insurers back.

My plan will restore a competitive insurance market, ensure Californians are treated fairly after disasters, and build resilient communities that can withstand the climate challenges ahead.

On January 7, 2025, the Palisades Fire erupted miles from my home, tearing through the community I represent in the State Senate. Helping friends, neighbors, and constituents who lost everything navigate insurance claims gave me a front-row seat to our broken insurance system. Standing amid smoke and uncertainty, I saw what failure looks like. Those experiences have shown me the importance of transparency, accountability, and putting people first.

Post-Disaster Insurer Compliance

Unlike other statewide races this year, the contest for insurance commissioner will be between two Democrats, rather than representatives of both major parties.

Allen said the insurance commissioner’s job is to work with various stakeholders — insurers, property owners, utilities and others — to reduce wildfire and other risks and to ensure that the reduction in risk is passed along to consumers in the form of reduced or moderated rates.

Insurance-commissioner hopeful Ben Allen touts experience and reform

Insurance Will Decide If We Rebuild: Candidates Face Palisades Reality in High-Stakes Forum

The race to take the top job at California’s Department of Insurance is typically a sleeper. But the role of Insurance Commissioner is getting a lot more attention after the fires of January 2025. One of the candidates is State Senator Ben Allen. He represents the 24th Senate District, which includes the Pacific Palisades -- an area that lost thousands of homes in the Palisades fire.

California Has An Insurance Crisis. Senator Ben Allen Says He Has A Plan To Fix It.

California state Sen. Ben Allen, D-Pacific Palisades, introduced legislation Friday that would require property insurers to give policyholders six months' notice before dropping their coverage and explain the specific reasons for doing so.

Senate Bill 1301 would also prohibit insurers from nonrenewing a policy solely because a policyholder inquired about a claim, filed a claim that was not paid, or filed a claim that fell within their deductible.

Families have enough hardship to contend with in the wake of a devastating disaster or simply in the aftermath of any loss. Uncertainty regarding navigating a complex and often opaque insurance system frequently makes a challenging time worse. I will make it a top priority to modernize the Department of Insurance and make it work for Californians.

Making the Department More Transparent and Accountable

Senate Bill 894 and Senate Bill 1297, which both address wildfire risk reduction in the state, passed through their committees this week without opposition, and they are soon set to be heard in the Senate Appropriations Committee.

Both bills were introduced by state Sen. Ben Allen, D-Pacific Palisades, who is one of 11 candidates for California Insurance Commissioner.

California Wildfire Risk Bills Cruising Through Legislature

For the first time, voters in California will decide between two Democrats for insurance commissioner, a powerful position that regulates insurance rates and acts as a consumer advocate.

Ben Allen wants to take on the insurance industry

Two bills aimed at strengthening protections for insurance policyholders in California advanced out of committee this week, with supporters saying the measures would improve transparency and enforcement in a market plagued by widespread nonrenewals.

Sen. Ben Allen, D-Pacific Palisades, authored both measures.

Bills Aimed at Protecting Policyholders Advance Out of Committee

Ben Allen (Democrat) — The Wildfire Reformer. State Senator Ben Allen represents Santa Monica and watched the Palisades Fire tear through his own community on January 7, 2025. That experience is central to his campaign. Allen has endorsed by U.S. Senator Adam Schiff and won just over 40% of ballots cast at the California Democratic Party convention in late February — the strongest showing of any candidate there.
